The Commission for the Settlement of the Conflict of Interests of the Ministry of Education received a complaint against the department head Filimonova, who, without the knowledge of the head of the Ministry, took her place at an institution subordinate to her service — a secondary school — with a 1.5-teacher teacher. Filimonov’s commission explained that she has the qualifications of a teacher of the highest category and works at school so as not to lose professional skills; restrictions on the duration of part-time work do not apply to it, since at the place of the main work (service) a service contract is concluded with her, and not an employment contract.
